Lab Fees or Students Pay for the materials they use? Edited 4/9/17 Options

I'm not allowed to charge a lab fee and I have been attempting to keep track of the materials my students are used for their personal projects based around what the put on their project planning sheets. It seems as though this is not working. What do you suggest?
